Last September, the state of Karnataka banned gambling, but the Karnataka High Court overturned the ban after determining that rummy is a skill-based game. The state of Kerala also tried to ban online rummy, but the high court reversed that ban after ruling that it is an unconstitutional activity. Recently, the state government of Madras legalized online rummy. The state’s legislature is also considering legalizing gambling on the internet.
Regulation
The European Commission has published a Communication on Regulation of Online Gambling. It has identified five areas where regulatory frameworks for online gambling need to be improved. These areas include protection of minors and reducing the risk of gambling-related crime. The Commission also aims to facilitate the exchange of information between national regulatory authorities.

Research
The purpose of the research is to understand whether online gambling influences a person’s risk of problem gambling. To this end, we recruited two samples of people who had problems with online gambling and asked them for their perspectives. These two samples included treatment-seekers and non-treatment-seekers. The participants were interviewed by telephone using semi-structured techniques and the results were professionally transcribed.
Gamblers in online gambling are generally younger in age, with an increased proportion of university students. This means that they may be more accessible to treatment providers. However, there are some challenges to communicating with these people and separating maladaptive behaviors from appropriate ones.
