Just the facts

The City has proposed building a homeless Navigation Center with up to 225 beds between the Ferry Building and Oracle (formerly AT&T) Park on the Embarcadero.   Here are the facts. 


  • Seawall Lot 330 at the corner of The Embarcadero and Bryant Street 



  • Up to 225 beds  
  • 28,000 square feet enclosed area
  • 10,500 square feet of outdoor space   



  • Drug users will be allowed
  • Pets, including those designated as "vicious," will be allowed
  • Partners will be allowed 

Source of funds



  • Temporary structures (e.g., shipping containers and large tents) will be used
  • Community rooms, staff offices, reception office, restrooms, showers, laundry, storage and utilities will also be built
  • Planned duration is 4 years plus construction and tear-down time 



  • Operating budget is $5.1 million per year or $25,500 per bed per year
  • Construction budget of $4.7 million or $21,000 per bed
  • Cost of renting the land from the Port has not yet been provided by the City
